It is time to tell the states there are rules you must follow to get any federal funds for anything. First rule performance reviews of all employees with a required 20/20/20/20/20 split where the bottom 20 get fired. Second 100% federal audits of voter registration and accounting every other year. third no sanctuary cities, countries or states: you help ICE. fourth all moneys taxed or granted based on roads, cars, gas, or transportation goes to roads. not bike lanes, trails, homeless, schools, or pensions; just road. Only American citizens get any government benefits. period. non-citizens can look to private groups for hep.
