Mamdani is delusional. The law is clear. Where a business is headquartered is the sole place that can tax it from a corporate/business level. States collect taxes based on “doing business with their constituents” by sales tax, which is determined by where the product is being shipped to (regardless of where the product originates). Otherwise, every country and every state can tax every company— and every transaction. This issue was already settled once internet sales became popular — sales tax is based on where customer’s shipping address is but corporate tax is based on where the business’s nucleus is (or HQ). Shows he knows nothing about the law.
